About the National Flood Insurance Program

Since 1969 the Fairbanks North Star Borough has participated in the National Flood Insurance Program (NFIP). Disastrous flooding has occurred in the Fairbanks area in 1905, 1911, 1930, 1937, 1948, 1967, 1992 and 2008. Although the Chena River Flood Control Project has reduced the likelihood of a severe flood event in the areas it protects, there remain populated parts of the Borough that are highly prone to flooding. Flood Insurance Rate Maps

A series of Flood Insurance Rate Maps (FIRMs) have been prepared for the Borough. These maps break property within the Borough into flood zone designations based upon flood risk. These designations determine whether special building techniques must be used to mitigate the flood hazard and what the flood insurance premium will be for a given property.

Identifying Your Flood Zone

There are several ways of finding out which flood zone a property is in. The first step is to identify the property. Parcels can be identified by:

Parcel Account Number (PAN). This is an seven-digit number that shows up on tax bills as something like 0280917.

Legal Description. This consists of the lot, block, and subdivision name, or the tax lot number (TL 2305, for example), section, township and range.

Street Address.

Owner's name as shown on the property tax records.

Once you have identified the property, please:

Visit the Planning Department's public counter on the second floor of the FNSB Administration Building at 809 Pioneer Road, or

Call the Planning Department at (907) 459-1260. Calls are returned within 24 hours.

Floodplain Permit

If your property is in Flood Zone A (high risk flood area), you will need to obtain a Floodplain Permit:

Floodplain Permit Application Worksheet: An approved floodplain permit is required for any new or substantially improved structure, alteration of a watercourse, or other development within the flood hazard area (Flood Zone A).
