BASIC FUNCTION:
Under the direction of the Fire Chief, the Deputy Fire Chief is responsible for the efficient management and implementation of an effective emergency services Operations Division utilizing career and volunteer personnel. Job functions include administrative, supervisory, technical fire and emergency service duties at all levels encumbering supervision, fire suppression, hazardous materials, public education, investigations, emergency medical and rescue service, facility and apparatus testing and maintenance.
TYPICAL DUTIES:
- Plans, organizes, supervises, and controls activities and functions of the Operations Division of the department.
- Coordinates, supervises, and provides support to Battalion Chiefs. Supervises Career and Volunteer fire service personnel.
- Coordinate the development of the objectives, plans and programs of the Operations Division. Evaluates and reports to Fire Chief on the status and condition of department emergency service resources and personnel.
- Assist in the development and accomplishment of the departments’ future planning efforts. Prepares recommendations for specifications of new equipment and apparatus needed by the Department. Assist with annual budget for Operations Division.
- Develop and recommend to the Fire Chief, department policies and procedures.
- Responds to, manages and coordinates emergency operations, including fire fighting, disaster relief, hazardous materials control, extrications, major medical incidents, and other emergency and non-emergency situations.
- Maintains accurate operational records per applicable standards and performs quality control of all operational programs.
- Supervises the development, planning and implementation of Department Maintenance Division through the department Fleet Mechanic.
- Prepares correspondence, speeches, and news releases. Speaks to civic and community groups to promote and explain Fire Department programs, goals, plans, and services.
- Coordinate activities with other divisions, departments and agencies.
- Assumes Acting Fire Chief, with all duties and responsibilities in the absence of the Fire Chief, which includes authority to act under AS 18.70.
MINIMUM QUALIFICATIONS:
- Graduation from an accredited two (2) or four (4) year college or university with major course work in Fire Science or related field, supplemented by appropriate technical training, preferably through the National Fire Academy in Incident Command, Hazardous Materials, Emergency Medical Services Management, Fire Prevention, Arson Investigation, and Personnel Supervision and Management. Relevant experience may be substituted for the degree requirement on a year for year basis.
- Ten (10) years of progressively responsible fire service experience of which two must have been as Battalion chief or above. Graduation from or currently enrolled in the NFA Executive Fire Officer (EFO) program is preferred.
- Five (5) years experience with combination paid/volunteer organization. Demonstrated supervisory experience, preferably in a union environment.
- Extensive knowledge of technical firefighting principles and practices; knowledge of chemistry and physics of fire and the causes and ignition sources of fires; knowledge of emergency scene command principles and practices.
- Current Alaska Emergency Medical Technician I (EMT I) certification or National Registry Emergency Medical Technician Basic (EMT-B).
- Alaska Firefighter II, or equivalent.
- Knowledge of management and administration principles including long range plans for funding, equipment and projects.
- Ability to write comprehensive reports and to communicate effectively with subordinates, superiors, and the community.
- Demonstrated competency in use of computers (MS Word, Excel, and PowerPoint are required), knowledge of National Fire Incident Reporting System (NFIRS), Firehouse and Dossier software programs preferred.
- Demonstrated ability in project planning and scheduling in a multi facet operation.
- Applicant must have ability to work independently, under pressures of deadlines and under stressful conditions.
- Must reside (or shall relocate no later than eight months after hire) within the North Star Fire Service Area.
- Physically fit to perform arduous emergency scene duties including entry into structure fires and lifting and carrying of patients. Must be able to pass department skills and agility test. May require medical certification of physical fitness.
- A background investigation will be conducted on final candidates. This position requires a criminal background check.
- Must have and be able to maintain a valid driver’s license. Must meet insurance standards and maintain insurability under the Borough's insurance program. If personal automobile is used for Borough business, proof of automobile insurance at statutory limits must be provided. (A CURRENT COPY OF DRIVING RECORD WILL BE REQUIRED AT TIME OF INTERVIEW).

WORK ENVIRONMENT AND PHYSICAL EFFORT:
General office where conditions are pleasant, good, and clean. Field work at emergency scenes where hazards are present and may involve extreme heat and cold conditions. Tasks involve the intermittent performance of physically demanding work, typically involving some combination of reaching, bending, stooping, kneeling, or crouching, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds). Requires intermittent lifting, carrying, pushing, and/or pulling of heavier objects (100+ pounds).
