APPROVAL OF AGENDA

INFORMATION FOR THE PUBLIC. Public testimony will be requested as each agenda item comes up. The Platting Board's review is limited to the technical requirements of the state and borough subdivision ordinances, codes and statutes, health and safety issues, or hazards to property. Please note: testimony may be limited to three minutes per person.

Before testifying, please state your name, print it and your mailing address on the sheet at the microphone, and identify the agenda item about which you are speaking. If you wish to ask questions of the Board or staff, secure approval from the Chairman to do so.

If you wish to speak regarding an item not on this agenda, you may do so during Citizens Comments (at the end of the agenda).

The meeting will recess approximately 6:15-7:00 p.m. and will adjourn by 9:00 p.m.

Any action taken during this meeting is subject to reconsideration during this meeting or at the next. A request for reconsideration at the next meeting must be submitted in writing by a Platting Board member (who voted on the prevailing side) before the close of business the day following the meeting.

Appeal of a Platting Board decision must be submitted in writing within seven days of the decision. Appeal forms may be obtained from the Community Planning office.

When possible, on the day following the meeting, Platting Board decisions will be posted on the Internet in an Action Memo identified by the meeting date. The FNSB home page address is http://www.co.fairbanks.ak.us

Preliminary Applications

1.

RP 054-00A request by John and Karen Immel and Raymond R. Kohler Revocable Trust and Frances E. Kohler Revocable Trust to replat Lots 25, 26, and 27, Blk 4, Salchaket Townsite, USS 1901, and the south 30' of the vacated right-of-way for Fourth Avenue into two lots of approximately 27,848 sq ft and 46,400 sq ft within the SE¼, Sec 2, T6S R4E, FM AK (located on Salcha Dr).

RP 053-00 A request by Tim McKay and Arne Bakke to replat Lots 4 and 5, McKay Subdivision, into seven lots ranging in size from approximately 1.55 acres to 27.2 acres within Sec 28, T2N R1E, FM AK (located on the Steese Hwy and Docile Ln approximately 1½ miles north of Fox).

VA 013-00 / RP 056-00 A request by David and Kelly Sinkey to replat Tract C-2, Ault Subdivision and the SE¼ SW¼ SW¼ SE¼, Sec 12, T1N R2W, FM AK (TL 1281) into two lots of approximately 96,086 sq ft and 4.874 acres and to vacate and realign the 33' section line easement along the south boundary of TL 1281 to correct existing encroachments within the SE¼, Sec 12 and NE¼, Sec 13, T1N R2W, FM AK (located on Ballaine Rd).

RP 052-00 A request by Jeffrey and Lana Hebert to replat Lots 3, 4, and 5, Diamond Willow Subdivision 1st Addition, Sec 13, T2S R2E, FM AK, totaling 14.6 acres, into six lots ranging from 1.44 to 3.3 acres (located on Christie Dr and Nelson Rd).

SD 033-00 / RP 055-00 / VA 012-00 Metro Industrial Airpark 3rd Addition – POSTPONED - A request by Metro Company to vacate a portion of the cul-de-sac on Bonita St and to dedicate a 500' extension to intersect with Donald Ave by replatting Tracts A-1 and B-1, Metro Industrial Airpark 1st Addition into two lots of approximately 1.28 and 5.86 acres and two tracts of approximately 35.56 and 82.09 acres within the SE¼, Sec 21, T1S R1W, FM AK (located on Bonita St, South Lathrop St, Donald Ave, and Taxiway Ave).

SD 034-00 / RP 057-00 / VA 014-00 Clear Sky Estates 1st Addition – A request by Thor Weatherby on behalf of himself, Mike and Denise Emnett, and Don Mark Anthony to vacate the 33' section line easements within Lots 5, 9, and 15, Clear Sky Estates, Sec 29, T1N R2E, FM, within the W½ NW¼ SW¼ NW¼, and a portion of the NW¼ SW¼ SW¼ NW¼, Sec 28, T1N R2E, FM AK; to vacate a portion of the 75' roadway easement south of Roberts Roost Rd; to dedicate a new 75' right-of-way for Roberts Roost Rd thereby creating two lots of 0.36 and 4.06 acres; and to replat Lot 15, Clear Sky Estates by adding 5620 sq ft lying north of Roberts Roost Rd to make a new lot of 2.63 acres (located on Roberts Roost Rd, Borealis Dr, and Stellar Way).

SD 036-00 Phillips Subdivision – A request by Carroll and Josie Phillips to subdivide approximately 12.5 acres into two parcels of approximately 2 and 10.5 acres within Sec 8, T1S R1W, FM AK (located on Phillips Field Rd and Chief William Dr).

SD 030-00 Bierfreund Subdivision – A request for reconsideration of the Platting Board's 3/29/00 denial of two variances from constructed access and right-of-way trafficway width of Smallwood Trail for Gaylord Mark Bierfreund's subdivision of a 25-acre parcel (TL 1717) into two 7.8-acre lots and an 8-acre lot consisting of the E½ SE¼ SE¼ and E½ NW¼ SE¼ SE¼, Sec 17, T1N R2E, FM AK (located on Smallwood Trail). PRELIMINARY APPROVAL GIVEN MARCH 29, 2000.

SD 032-00 Hill Street Blues Subdivision – POSTPONED - A request by Gary and Shaune Grose to subdivide a portion of the NW¼ SE¼, Sec 17, T1S R1W, FM AK (TL 1726), a parcel of 2.27 acres, into two lots of approximately 1.13 and 1.14 acres (located on Davis Rd and Hill Rd).

 

10.

RP 051-00A request by Richard M. Staley to vacate the east 240' of the 30' PUE lying within the north boundary of Lot 2, Blk One, Seavy Subdivision within the SW¼, Sec 13, T2S R2E, FM AK (located on Anton Ave).

 

11.

SD 055-99 Rose Glen Estates (fka Bear Subdivision) (2nd modification) – A request by RCH Surveys on behalf of Thomas and Elizabeth Bear for re-modification of phasing for the subdivision of the SE¼ NE¼ SE¼, Sec 33, T1S R2E, FM AK, a parcel of 10 acres, into seven lots ranging in size from 0.999 to 1.488 acres (located on Hollowell Rd and Drum Ave). PRELIMINARY APPROVAL GIVEN JUNE 23, 1999. MODIFICATION OF PHASING APPROVED MARCH 1, 2000.

SD 035-00 / RP 058-00 Omega Subdivision – A request by Liberty Homes, Inc., to subdivide Tr B-2-A, Conby Acres Subdivision, approximately 36.5 acres, into 18 lots approximately 1.8 acres each within the NE¼, Sec 14, T2S R2E, FM AK (located on Conifer Dr).

RP 059-00A request by RCH Surveys for Jeffery M. Guelff to replat Lots 4 and 5, Blk 14, North Star Subdivision into one lot and to vacate the public utility easement common to Lots 4 and 5, Blk 14 within Sec 15, T2S R2E, FM AK (located on North Star Drive).

RP 060-00A request by RCH Surveys for Peter and Perri Kelly and the Haford and Kelly-Kelly Irrevocable Family Trust to realign the lot line common to Lots 17 and 18, Blk M, Slater Subdivision to accommodate existing improvements within Sec 11, T1S R1W, FM AK (located on Slater Dr).

SD 037 - Northern Pioneer Subdivision – A request by RCH Surveys for Richard W. Mayer to subdivide approximately 9.2 acres (TL 1140) into seven lots of approximately 1 acre each within the SW¼ SW¼, Sec 11, T2S R2E, FM AK (located off Dawson Rd and Micah Rd).

SD 018-00 Star of the North Estates, Phase I (fka Persinger Subdivision) – WITHDRAWN - A request by RCH Surveys to resolve GC CableVision's public utility easement requirements on the final plat of a subdivision of a portion of Gov't Lot 3, Sec 18, T1S R2E, FM AK (located on Persinger Dr and Rust Ave). PRELIMINARY APPROVAL GIVEN OCTOBER 20, 1999.
