Site preparation and construction activities within the Fairbanks North Star Borough may require a number of different permits depending upon the type and scope of the activity. This page is intended to be a starting point for acquiring the required permits for your project.

Permits for site preparation and construction activities are issued primarily by the Department of Public Works and the Department of Community Planning. For your convenience, we've also listed common permits required by other government agencies.

Zoning Permit - An approved zoning permit is required before any excavation, construction, relocation or installation is started for a new land use. Except for conditional uses, projects in the GU-1 zoning district do not require a zoning permit.

Floodplain Permit - An approved floodplain permit is required for any new or substantially improved structure, alteration of a watercourse, or other development within the flood hazard area (Flood Zone A).

CONSTRUCTION PERMITS
Fairbanks North Star Borough Code of Ordinance, Title 14, Chapter 14.03 Excavation and Construction on Public Roads Within Road Service Areas provides for protection of public roads from construction or excavation activities. This ordinance requires a permit prior to any work taking place, including driveway installations, within the right of way. The processed permit provides instructions and reconstruction standards to assist in building it the right the first time.

Design & Construction Division 459-1345 Permanent Storm Water Control Plan - A Permanent Storm Water Control Plan must be submitted and accepted by the Department prior to the issuance of a site development permit (see below). The plan must be developed by a CPESC or a professional engineer registered and licensed in Alaska. For more information on plan contents, see the FNSB BMP Design Guide.

Site Development Permit- An approved site development permit is required prior to the commencement of any construction activities that disturb greater than 1 acre (including projects less than 1 acre that are part of a larger common plan of development or sale that will collectively disturb more than one acre) and will discharge storm water to a FNSB road service area storm water conveyance system within the Fairbanks Urbanized Area.

Demolition of Large Projects- Debris intended for disposal at the FNSB Landfill from demolition of large projects is subject to additional considerations prior to delivery. Complete a Demolition and Large Project Application and return to the landfill.

Building Permits:

The Fairbanks North Star Borough does not issue building permits. The Cities of Fairbanks and North Pole issue building permits within their boundaries. The State Fire Marshall’s office issue building plan review permits outside of the City limits. Use the following links for more information:
